Irene Figueroa-Ortiz is a Senior Policy Advisor in the Office of the Commissioner at the NYC Department of Transportation (NYC DOT), where she oversees key micromobility initiatives, including NYC’s E-bike Trade-in Program. Her policy work focuses on personally-owned micromobility usage, particularly among food delivery workers. In 2024, Irene led the implementation of NYC DOT's E-bike Battery Charging Pilot Program, which deployed batter-swapping cabinets and bike charging docks at five locations in Manhattan and Brooklyn. For her work on this project, she was awarded the 2024 NYC Hayes Innovation Prize. 

Irene holds a dual master’s degree in architecture and urban planning (with Distinction) from the Harvard University Graduate School of Design and a bachelor’s degree in environmental design from the University of Puerto Rico.
