Doug Lipari is the Acting Executive Director of the Mayor’s Office of Talent and Workforce Development (NYC Talent), which leads the City’s workforce development strategy alongside key agency and external partners. Doug previously led the Office of Community Hiring team within NYC Talent to launch the City's new Community Hiring initiative, which allows City agencies to set workforce goals in their procurement contracts to connect City vendors to jobseekers. Doug continues to lead Community Hiring and will support NYC Talent's broader portfolio of strategic initiatives related to apprenticeships, industry partnerships, and addressing barriers to employment. Doug also plays an instrumental role in negotiating the City’s Project Labor Agreements, which cover several billion dollars of City capital construction projects. Before joining NYC Talent in 2023, Doug was the Deputy General Counsel of the Mayor’s Office of Contract Services. Doug has over a decade of City government experience and a clear understanding of the City’s role in driving economic mobility for New Yorkers. He holds a Bachelor of Arts from Duquesne University and a Juris Doctor from Benjamin N. Cardozo School of Law.
