
Anne Phillips, PhD uses her background as a historian and professional planning experience to champion equitable approaches to transportation planning and public policy. In 2022, Anne founded Just Cities Collective, a consulting firm that specializes in fostering equitable practices in transportation planning. Before founding Just Cities Collective, Anne served as a FUSE fellow at the City of Durham, where she worked to introduce a job quality framework, improve the city’s equitable budgeting process, and collaborated with the resident-led Racial Equity Commission to implement recommendations from the Racial Equity Task Force Report. Anne has also worked as a transportation planner in Durham where she leveraged federal funds, developed policies, and designed engagement strategies to create a more equitable transportation system for the Triangle region.
Anne was a 2022 NACTO/Better Bike Share Partnership Transportation Justice Fellow.
