
Ángela is a native New Yorker whose lifelong connection to the city’s streets—as a rider, advocate, and educator—shapes her visionary work in urban mobility. With a background in user experience design and a successful transition from corporate roles to community-based transportation advocacy, she brings a rare blend of personal passion and professional expertise to the forefront of equity-driven mobility solutions.
In 2015, after working on the service floor of local bike shops and witnessing firsthand the barriers facing marginalized riders, Ángela founded Get Women Cycling—an initiative focused on improving access, safety, and health for women and overlooked road users. As she built community-based programs and worked directly with riders across the city, it became clear that the root causes of inequity went far beyond cycling—they were embedded in the systems shaping how everyone moves through public space.
In response, she launched Loca-MŌ in 2024 to broaden the mission—creating culturally responsive training for all types of vehicle operators navigating dense, high-risk urban environments. Through Loca-MŌ, she leads curriculum design, client engagement, and the development of crowd-sourcing tools that transform street-level experiences into actionable safety strategies.
A certified bicycle mechanic and seasoned facilitator, Ángela has collaborated with NYC DOT and local driving schools to deliver impactful education that bridges the gap between motor vehicle operators and vulnerable road users. With deep community ties and a commitment to mobility justice, she ensures her programs remain relevant, responsive, and rooted in the everyday experiences of New Yorkers
